Call Motorola. And supply them with this code. They should be able to supply you with your Subsidy code. Don't try to download anything to unlock, or bypass this. It's illegal.

i had the same problem. you have to contact the phone company that provided the phone. when i got my w490 it was tmobile so i had to contact them, they then emailed me the number.

You need to unlock the phone by taking it to a mobile center tech or store and have them unlock it for a small fee.
