OK, I had this same problem, and had to make two calls to tech support (Panasonic)- here is a SUPER simple solution they gave me. Flip your phone set over, and using a paper clip or pen tip (something with a fine point) hit the little green 'reset' button which is on the bottom of the main base phone- look to the middle of the bottom on the left. Ta-dah!!! Now it should be fixed. All you will have to correct is your date and time on your base set. :)

All lines are busy

They probably are, then you need to wait a few minutes and keep trying. Or send a letter and let the person or company know that you are having a problem connecting by phone. I have called different companies at different times, and sometimes you can wait a half hour or more trying to get through. Just know that in most businesses, Mondays and Fridays are always the busiest day of the week. So try your call on Tues, Wed., or Thurs., when not so busy.

Is collateral always required in order to apply for a Business Line of Credit?

Not always. Some banks, especially the ones that offer very high loans, request some kind of collateral, while others offer an unsecured line of credit.

Will not scan to email will not fax, always get busy signal where is the start button on it at all problems are probally operator error but instruction is needed

If on connecting to the line there is a busy tone always then it is possible that the line switching circuit is faulty.
You will need to check on the optocoupler and the transistor drive in the line section for a possible short that makes the line busy.

Line 1 of my phone is always busy.

From your description it sounds that you have a short on your Line 1. Its either on DMarc of your carrier or it cross connected improperly. However your post is not clear on voicemail. In normal operation if busy it doesnt go to voicemail.
Call your carrier first and report troubled line. Their technician will tell you what to do next.

Toshiba Super G3, e-Studio 170F

Fax display screen always reads, "Auto receive". When attempting to fax, the busy light flashes. Busy light stops flashing for 30 seconds, then starts flashing again.
Above is the default settings for the fax.

NGB0 indicates signal error or line condition error.
U need to check the phone line. U can hook any single line phone to the phone line, check for tones without background noise.
