I am pretty sure that error code 603 is conflicting ip numbers might want to try to turn off modem and router for a few min then plug them back in ad try again .....or contact your ip provider to see how you may change your ip address or if you have a router it should rese your ip number

Error code says Playstation network has timed out when I try to connect to internet

This is the error message you get when you do not have a very active connection. It can also occur when you are trying to sign into the playstation network and it is taking a longer time than the stipulated amount of time.
The best advice i can give to you is to tell you this.
1. Make sure your internet connection is functioning properly and is running at a considerable speed.
2. If the above is carried out successfully, you can proceed on to delete your former connection and re-scan or save the access point afresh and give it time to test after the major set-up has been done.
3. After the testing, a screen would come up that says a lot of information about the access point you just saved, there is a line that reads "PLAYSTATION NETWORK READY" ensure that this line is active and if it does the same thing, you have to wait for some time as Sony could be updating the playstation network.
Hope this solution was of use to you? Please comment for more information and thank you for using fixya

Can you access the internet with a computer still?

Try rebooting the PS3 and the router. Reboot the router first, wait a few minutes, then reboot the PS3.

Which firmware version are you running?

do your memory and sound work,moe3 and rosspeters?
if not,its a problem with the memory/sound/wifi circuit board.
if they work,it may be your antenna that is malfunctioning.
you probably will need to replace those,so be prepared to spend around $20.
