The following is from the Mindspring help desk. I had the same problem with
a Harmony PCI modem using the same chip set. The v.90 upgrade on the
Harmony site totally crippled the modem. I used the generic upgrade
mentioned in Part III below, and voila, a good performing v.90 modem.
Connects at either 52000, 50,666 or 49333 every time. I suggest you try it.
Also listed are the URL's for other sites, including Compaq.

It has come to our attention, that early versions of Rockwell HCF/PCI and
LT Winmodems are incompatible with the 3COM modems we use to connect you to
the Internet.
However, if you have an early LT Winmodem or a Rockwell HCF modem, your
modem manufacturer has already taken steps to resolve this problem. You
will need to contact your modem manufacturer and request updated firmware.
You will also need to give your modem some extra settings, also called a
modem initilization string, to smooth out your connections.
Below are instructions in four parts to walk you through this problem.

Part I.
You will also want to change settings on your computer to smooth out your
connection. Please follow these instructions:
Open My Computer
Open Dial Up Networking
Click on Mindspring once so it's highlighted
Select File and choose Properties
Select Configure
Select Connection
Select Advanced
In Extra settings, you will want to type in your change.
If you have a LT Winmodem, type in
S38=0-V90=0
If you have a Rockwell HCF or PCI modem, type in
+MS=V34
Click OK
Click OK
Click OK and close all windows.

Part II.
You will need to locate the version of firmware installed on your modem.
Open My Computer
Open Control Panel
Open Modems
Click on the Diagnostics tab
Select the com port your modem is installed on
Then, click More Info
Read and write down ATI3
Click OK and close all windows
For a LT winmodem, you need at least version 5.18 up to 5.20
For a Rockwell HCF modem, you need version 2.12.120.1 up to 2.12.122
Part III.
You can obtain the correct firmware either online or by calling your modem
manufacturer.
Below is contact information for modem and computer manufacturers. If you
are unable to locate your modem on the list below, try going here for a
more substantial list:
