No,only on carburated engines it,idles down to the set point,on yours,it's fuel injected,pushing gas pedal won't kick idle down,should go down after a certain amount of time,does it automatically,If you start and drive a 5 mile ride and stop at a stop sign,it should idle at it's set point if there's no engine problems,which may be.5 to .7 on your tac.When you normally first start,it will idle between 1000 to 1200 rpm's,don't push on gas,let idle say 15 seconds,put in drive and go.
As far as I know the only thing you are doing by holding the gas pedal down is bypassing the idle air control valve. The computer controls idle speed by that valve. Most times the valve is faulty or there is dirt in the throttle body that blocks air flow to the valve. If the check engine light comes on there should be a trouble code for the valve or the problem.
the computer decides idle speed. take the big air hose off that goes from the air cleaner to the engine and clean the throttle body with carb cleaner and a toothbrush,open the throttle to clean it good. you may have to turn key on and depress the gas pedal.
