Well if your talking about the fan at the front and the pump on the back of the electric motor then yes they are supposed to run at the same time.... they are both attached and ran off of the electric motor

Turn key and Yes pump should run then shut off.The only time i've seen new pumps continue to burn out is if All(maybe more than one) fuel filters are not replaced.Hope this helped.Richard
Sounds like a short in the wiring since the relay is the only circuit thats supposed to power the pump. Are you sure you are pulling the fuel pump relay ? As for pressure dropping, if the check valve in the pump is bad, pressure will flow back into the tank when the pump is not running.
The cylindrical part on the end of the hose is the fuel filter, the other part sounds like the the insert from the end of the return hose to the tank, if the filter has come away from the pipe dirt will now have entered the carc and will now need cleaning, the insert is to stop the return hose from coming out of the tank, you would have to remove the return hose to re fit this but it is not realy overley importent, if the fuel filter is still connected to the hose, pull it off and replace wiyh a new filter and try again.
Your flywheel has come loose on enj., this throws the timing off so it is firing at all different times except for when it's supposed to. therefore raw fuel is running right through the cylinder and out exhaust, If you are lucky you won't have to replace the 60.00 flywheel! remove fan side of case,and remove blower wheel, then flywheel nut then flywheel, it has a built in key in it, usually this is wasted from coming loose, make sure you use loctite and an impact to tighten flywheel nut back after you repair/replace flywheel.
I would think so since its job it to pump fuel to the engine. I have never heard of a fuel pump working like a a/c compressor. On and off. I think it always suppose to pump fuel to the engine. If the pump is not working your engine is not running.
sequence of operation is just like the monitor. combustion blower comes on to purge chamber of fumes. after the delay, the solenoid pump comes on and deposits fuel to the burner mat, within 20 sec the igniter comes on, incandesces and ignites the fuel if there is no flame, the flame rod is supposed to shut down heater and go into a lockout condition until shut off or unplugged to reset. check solenoid pump first. you already know the igniter works. check the fuel filter in the fuel sump might be clogged. check the fuel sump float valve, might be stuck, supposed to hang free in the sump with needle valve open. thermostat is digital just starts and shuts down the burner and solenoid pump.
