Screen shows "PLEASE TURN CAMERA OFF AND THEN ON...

I HAVE CHANGED THE BATTERIES AND STILL GET THIS SCREEN WHEN I TURN THE CAMERA ON, ALSO THE LENS WILL NOT RETRACT WHEN THE CAMERA IS TURNED ON, AND THE WIDE AND TELE WILL NOT WORK. THE CAMERA WILL DOWNLOAD PICTURES TO MY PC AND WILL STAY ON WHEN THE DAIL IN THE PLAYBACK LOCATION. I CANNOT FIGURE OUT HOW TO FORMAT THE CARD TO CLEAR OF PICTURES, WOULD PLEASE HELP WITH THIS ALSO
