No dial tone

I have a dual set GE 2.4 Ghz cordless phone. Both handsets have worked fine for many months. All of a sudden handset #2 doesn't work. I press Talk and all I get is a beep and the display shows the number 1. Everytime I press Talk I get another one. I moved handset #1 to this base and it works fine. What gives?
