Remote volume up and down turn volume up with...

Cable remote is for Comcast Cable, DVR 3 series remote.

I've tried reprogramming the remote with each code and each code works but do the same thing. The volume turns up but not down. The mute function works, and it seems most other functions work just not volume down.
