If you format the drive you will loose all the data on the drive. save the file on a different computer before you format it. later you can transfer them back. (please rate me if this helps Thank you)

I agree with cyberfast & Daynab. Formatting your drive will delete everything on the drive. You will have to find a Windows machine to store your data. It sounds like you are wanting to use your HDD for both Windows and Mac. To do this you will need to format your HDD as FAT32 or exFAT (see first bullet point). Otherwise you can only use the HDD with Windows or Mac.
To format your disk or drive to FAT32, follow the instructions below for your version of Mac OS. Keep in mind that there is a 4GB per file size limitation for FAT32. Mac OS X, Version 10.4 and above 1. Make sure you have copied any needed files to another location. 2. Select Applications > Utilities > Disk Utility In the left hand column, click on the drive icon for the drive or disk. Make sure you click on the high level orange drive icon, not the second level volume icon. 3. Select the Partition tab. 4. Change Volume Scheme from Current to 1 Partition. 5. Click on the Options button. 6. Select Master Boot Record as the partition type. 7. Click the Format drop-down menu and select MS-DOS File System as the format type. 8. Click OK. 9. Click the Partition button Mac OS X, Version 10.1 through 10.3.9 1. Make sure you have copied any needed files to another location. 2. Select Applications > Utilities > Disk Utility 3. Select the Erase tab. In the left hand column, be sure to select the correct disk to be erased. 4. Click the Volume Format drop-down menu and select MS-DOS File System as the format type. 5. Click the Erase button. Mac 8.x-9.x 1. Make sure you have copied any needed files to another location. 2. Click Special and then Erase. 3. Next to Format, select MS-DOS. 4. Click Erase.

Yes, formatting means it removes everything, even windows if your windows is installed on it. You'll want to move your files or make backups elsewhere. For your iPhoto problem I'm not familiar with it but right click the files and go to properties. If read-only is checked, uncheck it. That would explain it.
