If your ps2 is upright and i have found this with mine the tray will not fully open as the tray will slouch down a bit when open and it could be getting caught best to have your ps2 downright position.

its not dealing with the laser. your cord inside connecting your ps2 top cover to your tray might be lose or not connecting like it should. take apart the ps2 and see if it is connected. if not place it back inside the tray slot inside of the ps2.
my friend had the same problem what he had to do was keep opening and closing the disc tray untill the 'reading disc' shows up and stays up but he got really anoyed with doing this so he got a new one shortly after this the ps3 came out...
you are very genious man u think so u put heavey weight on ps2 so you have to put out your cd tray than with helpo of screw driver you open your console than take a tiny thiner than put at this tray of ribbion than wash and clean our disk tray than got new rubber band and some grees and than close your console any try again inshallah you got good result
The rubber band inside your PS2 might be broken, the rubber band supports the disc tray and it ejects and inserts the tray.
Sometimes if play too much long, some of the PS2 parts will be damaged by excessive heat, so my advice is that your minimum gameplay time must be 3-4 hours only.
Please den't even try forcing the tray to open, it will be more damaged.
Try resting your PS2 for about 1-2 days, after that try to open the tray, if the problem still persist bring to a PS2 fixer near you.
If its not an original disc, meaning if it was copied or burnt, then this will happen. However if it is in fact an original PS2 disc, then I'd suggest taking it out, cleaning and trying again.
if it won't open, turn off the console and remove the faceplate and try to eject the button. if it still won't open get a paper clip and straighten it out. you need to locate a small hole that exactly fits a straightened paper clip. it's located just below the silver lining of the disc tray about one and a half (1 1/2") inch from the left side of the disc tray. insert the paper clip into that hole and it should pop up the disc tray enough for you to be able to pull the disc tray all the way.
if it doesn't work there are still 2 more small holes that you can locate. the 2nd one is just beside the first hole and the 3rd one is just under the second X on the XBOX 360 text on the disc tray. try those two holes if the first hole doesn't work.
