You will need a separate recovery disk. Sounds like the recovery partition of your HDD got overwritten. Maybe you can create a windows WinPE (microsoft docs) and use that. This says what to do once you have a recovery disk.
You operating system is corrupted and needs to repair or reinstall the operating system. But I suggest just run the repair mode.
If your windows 7 installation disc is not working, it means the Windows 7 installer DVD is not working properly, maybe the DVD have too much scratches or due to bad copy of installer DVD, (it is not working in CD, use DVD) try to use other Windows 7 installation disk and surely it will run the Windows 7 DVD set up menu.
i use windows 7. my mother board is mercury pi945gcm . i installed sigmatel audio drivers. but they are not working properly. i got stacgui:speaker manager plugin failed in a alert box.
You dont need side bar anymore, rightclick anywhere on desktop and goto
gadgets, Add the ones you want, put them where you want (side, top,
anywhere) and thats your gadgets as they were in vista.
If you have installed Windows 7 beta then you must
be aware of the bug that whenever UAC is switched off, Sidebar and
Gadgets in Vista fails to display properly on Windows 7 Desktop. Though
this is not for every machine but many users have reported this problem
that their Sidebar and Gadgets are not working properly.
For older beta
versions of Windows 7 there had been some temporary workarounds for the
same problem. But if you are using Win7 Build 7000.0.081212 then this
can be fixed using a simple registry hack which like in Vista will

play with you registry Editor then just open regedit.exe
from Run command in Windows 7 and go to KEY HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows \CurrentVersion\Sidebar\Settings
From there edit the DWORD value of AllowElevatedProcess
and set it to 1. You don’t need to restart your
Windows 7 computer after this. If your sidebar and Gadgets were not
working properly earlier then they will be fixed instantly.
