If you want to bypass your dictatorship's (or school's, or company's) restrictions to free internet - try a proxy website, for example:
http://slyuser.com where you don't enter youtube.com in the address bar anymore, but in a special textbox. In theory such websites could steal your passwords, but so far (couple of years) I haven't experienced any fraud.

Other solutions:
1) If your president hates free internet and blocks or limits the speed of youtube.com - overthrow him.
2) If only youtube site opens slowly, while other sites open quickly - your internet provider might be cheating in order to save usage of bandwidth (video sites take 50-90% of the total internet bandwidth). Make a complaint to your internet provider, supervising authorities, or even change for another - better internet provider.
3) If all websites load slowly - check your internet connection speed at speedtest.net - for normal youtube video watching >2Mbps download speed is sufficient.
