A frozen mouse is usually a driver glitch. Try uninstalling the driver from the device manager then reboot and see if it finds the mouse and reinstalls the driver. You will need to let me know what the pop ups read and do they pop up even when your off line? If they are what I think they are, you're not going to be happy. Let me know if the driver reinstall helped your mouse and what the pop ups say.
