By a regular propane tank I'm guessing your referring to a standard 30 pound used in most grills.
You can connect it.  You will just need to buy a hose that has the fitting for each.  Here is on oon amazon.com for reference.

Yes, you need to buy an accessory cord that connects your tank to the regulator

I have a road trip grill model 9949, one burner burn high and yellow, the other is normal.

There may be some grease or other debris around the problem burner. It could be causing a high flame. Clean around it well, then turn it on and leave it running for a minute or two.

Where can I get the fuel line that connects the gas regulator to the valve assembly for my Coleman Road Trip grill?

Take the entire grill to your local propane company, so they can look at it and replace it on site for you. Call around first, as some places no longer have a repairman on site at any given time.

Fire code says I cannot use my regular size gas grill with 20 lb tank, so I want to use with 16.4 oz tank. How do I adapt?

Can't different set up. The 16.4 oz is butane. The bigun is propane, 2 different animals. What fire code would prevent you from using one of the new fangled tanks with the safety device witin?

Cannot conect regulator to small 16.4 oz propane tank

It must have some sort of packing spacer you need to remove from the hose to attach the tank. LOL

Ho cold waas it out? remember that when its cold out the presswure of the propane tanks are real low and you have to warm them for the pressure to go up. if your by your car then you can place them inside with the heater going till they warm up ofr now worm them up inside first. good luck
