The RAZR v3 series won't charge from a standard USB connection, you'll have to get a charger that's made for Motorolla phones.
I've used a generic car charger with no problem, but I had to buy the one that's compatible with Motorolla Phones, not the basic USB-style chargers.

You can also download drivers for your PC that will let you charge with a standard USB cable.
There's an excellent explanation of the drivers in this solution (not mine, but he/she did a great job)

The Motorola Website has a Multitude of Drivers FREE for Download. The Best solution for this Problem though is to go to www.Phonetools.com and Purchase the Moto Phonetools Package for $25.00.
