That error message regards an internal memory error with an HP printer...this error message is common on all models from HP. in lamen's terms, your onboard RAM on the printer is bad

I just replaced ALL ink cartridges in my printer and I'm getting that same message. What the heck? Help?

I just closed out an online chat of about 35 minutes with an HP tech rep concerning the same error message. We went through the standard troubleshooting (unplugging the power, unplugging the USB cable, and removal/reinstallation of the print cartridges). None of the above helped, and the HP advised that there aren't any service or upgrade options for the 8250, at least for my 2005-vintage 8250. So he recommended buying a new printer, which probably isn't a big surprise.
