do you hav anything else running on your computer at the time you are trying to format this pendrive scroll to the bottom toolbar (bottom of screen) right click you can select task manager applications also processes you will see whats running on your computer you might have a virus also select users you will see who is using your computer stop any activity that is happening another way to find out what the error is go into control panel administrive tools computer management then select event viewer depending on what operating sytem you have this may vary extend the events there you will see errors in red you will no what exactly what the error was and at what time it occured you might be able to uninstall then reinstall some of these files/software
Your pendrive is infected with Autorun.inf virus
to remove this virus install malwarebytes (It is antimalware
software)and scan your whole computer as well as your pendrive when
you scaning finish remove all threats

Try to format in other operating system like windows vista or in
windows 7 because in vista and 7 you can force format your pendrive
