According to the AMD/ATI website, that video card chipset only supports Windows 98/98SE, ME, Win 2000 and XP. There's no mention of Windows Vista. Given that this isn't a relatively recent AMD/ATI release, it may or may not be supported under Windows 7 properly. It's almost a sure bet it won't do AERO properly - especially if it only has 64 MB of onboard video memory.
If you've got it installed in a computer with XP loaded, you can download the Vista Upgrade Advisor from Microsoft. It will tell you if you're going to have any problems with Vista. Windows 7 has a very similar driver model - and Vista drivers can be made to work with Windows 7. Good Luck,

Running GTA 4 on windows 7 should not be a problem. You just have to run the installer using compatibility mode. Right click on the "setup.exe" then choose Properties. Go to Compatibility tab and tick "run this program in compatibility mode for", choose windows xp sp 3. That should allow you to install GTA 4 on windows 7. Bear in mind that you have to install GfW Live and the C++ 2005 files seperately which can be found in the disk as well. More importantly, make sure that your computer meets the system requirements for the game.

AMD's DirectX 9 ATI Radeon graphics accelerators are not officially supported under Windows 7. But you can install ATI Catalyst Windows Vista graphics driver under Windows 7.Some features may not be available under windows 7 but it would be worth a try.
All that you would need to do is you would have to go into this link below:- http://support.acer.com/drivers_download.aspx from where you need to select your model after which you need to select your Operating System as WINDOWS 7 Home Premium 64-bit and then below drivers you need to install the drivers for the ATI radeon.This way you would updating the video drivers on your computer.
Because the your sistem is very old he is no longer have officialy support for Windows 7. But because this sistem model was sold with ATI or INTEL chipset video driver, if you are lucky to have one with ATI video card x300 you can try this driver for Windows 7 beta from HERE. Or you can upgrade your video card with a better one compatible with Windows 7.
Not put down your video card though x1650 is not a "screamer" in todays standards, I'm running a 3870OC myself because it was cheaper than to buy the latest and greatest. You would be able to retain the already installed drivers. It all depends on your budget. On another note try lowering your colors and changing the monitors frequency. I hope this helps.
