Does the same when using with another PC?
Power supply DC filter caps with domed tops will be the first thing to look for, very common problem in ALL BRANDS of LCD monitors and TV.

If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/albums/yy352/budm/

The screen on my samsung LE32B350 32" tv goes black however the sound stays on. turning the tv off and then back on fixes the problem temporarily

I would check the caps in the power supply, especially the 24vdc power supply section.
Please read my guide on how the TV works.

The monitor light red light that comes on and off when you turn the tv on and off is flashing and the tv will not come on.

Just fix this 2 years old TV today due to bad cap in the 5v power supply, I would suggest you to take a look in the power supply module first.
See my pictures here: http://s807.photobucket.com/albums/yy352/budm/Samsung%20LN32A330/
This is really bad that expensive TV failed due to cheaply made caps. I would not recomend SAMSUNG any more to my firends after seeing this.
Please post back what you find, it can be problem some where else also.

You need to the power supply DC voltages (5v and the 12~16vdc for the inverter) when the power switch is off and when it is on, and when it goes bad. Post back what you find.
