Most universal remotes controls do not have all the options as the original remotes. They will have all basic functions such as power ON/OFF, channel up/down, volume up/down, rarely they will all functions unless is a learning remote but even for a learning remote you will need to have the original to program the code to the Urc22b.

Yes the RCA universal should operate the normal functions like volume + & - , changing channels, power on & off. It may not operate certain other functions like picture in picture, on screen caller ID things like that. You should be able to get a stock replacement remote from the manufacturers web site.
U are using an RCA remote with Toshiba tv. You are lucky that it even turns the set on. You have different remote frequencies involved and need to use the Tosiba remote or a universal remote that will operate volume, channels and power.
The Universal Remote can be used for the basic operations like turning ON/OFF, changing the channels, changing the volume. However, the main features like TV Guide and internal menu settings cannot be accessed using the Universal Remote. To access the all features of the product, it is required to use the Remote supplied with that product only.
Are you getting the same picture on both TVs - TV 1 and TV 2? Depending on the receiver model, you have a mode button either on the front of the receiver or behind a door on the right side of the receiver. You also should have a green (TV 1), amber (mode), and blue (TV 2) lights on the receiver. If TV 2 is one, the blue light should be lit. The amber light should be lit under the dual mode. Press and release the mode button on the receiver to put the receiver in dual mode. The blue light (TV 2) should illuminate now and this will give you independent operation between the two TVs. The manual is not very clear. The volume control will work after entering the code for your TV make. Press TV Press AV and OK together and wait. The TV button will flash twice eventually. then using the numeric keypad enter the code ie 0680 for Panasonic, a list was provided with your instructions. On entering the code the TV button will flash twice again t confirm. Now the volume of the TV can be controllled using the buttons on the Thomson remote. Teletext and other functions like "mute" are now present. peterh
