Try plugging it into a different USB port, that will force the driver to re-load. If that doesn't work, try completely uninstalling the driver and reinstalling it. Press the windows key + pause/break simultaneously, then go to Hardware > device manager. If you see your camera listed there, right click on it and click "uninstall" confirm yes, then download the driver from the manufacturer's website and reinstall it. You may have to reboot the computer afterwards.
