I just purchased a laptop last night i installed my word and antivirus, this morning it wont even start up a "start up repair" screen pops up. It also wont allow me to do a pc restart, or system restore. What can i do?

What you,ll need is a system restore CD.
Usually supplied with the Computer/Laptop.
Your only other option, is to enter the systems BIOS Setup if possible, and instruct the the computer, to first boot cd/dvd rom drive, with your windows or operating system cd in, and carry out a new installation. this could be a missing file/driver issue. or failed RAM ( Memory ) Which can only be determined by listening for Beeps at system startup.

Before you trouble shoot a car always charge your battery. It sounds like you have a loose Battery Cable to the Starter to me. This has happen to me that's how I know. To confirm this pull on the positive battery cable while someone else tries to start your car. Did it start? If it did not start then it's between your Battery and your Starter. Let's now check your Battery. Fully charge it again and make sure you have 12.6 Volts if your Battery does not take a charge it has a bad cell and needs changing. If your Battery turns out good then you have to check your starter or Solenoid and if one is bad change them both. Remove it and have an auto store check it to see which one is bad. I'm not a Hummer mechanic but I would say it is related, and I would go on to suppose that the fuse panel got wet and caused your troubles. I hope you had a reputable glass shop install your glass because they will be responsible for any repairs and damages.
Most likely a loose sensor on the drivetrain more specifically the traction control system easiest to just have it scanned for codes buy a good repair manual like. Haynes or chilton and replace or repairing indicated part from the trouble code
While doing the clutch you more than likely unplug the fuel pump wiring harness or the crankshaft sensor and this wiil cause the truck not to start. Check under the truck for a unplugged wiring harness and reconnect it and I am sure your truck will start.
Try booting into "Last known good configuration" it is on the same screen as Safe Mode, if that does not work, you can try to run CHKDSK /r from the windows install CD, just choose "Repair" in the option, if this does not work I suggest removing that hard drive and slaving it into another computer to get your data off and then reload Windows onto it. It is missing a .dll
i think you need to update your antivirus cos viruses might have infected the system files. Update your anitvirus or download latest antivirus and scan you system, then try to install the game. If problem persists, do a clean operating system installation.
