I have referenced the manual on line and re-inserted the toner several times as to be certain it is in correctly. I have also opened and closed the front cover repeatedly to insure it is closed. I unplugged 3 times. The message is still there and the fax machine will not operate. I have several important documents stored in memory - can you offer any suggestions?
If you open the front cover, there is a little white sensor you can see through a slot to the left. this is the sensor for the cover, i just fixed a machine where that little sensor was stuck down to the cover wasn't pushing it in correctly.

If you are seeing any or all of these error codes on the Dell 3130cn Laser Pinter that there is a Firmware Update to address this issue. However, the firmware cannot be applied when there is an error present, so first try reseating all toners. You may need to repeat this several times before errors are cleared. the message you are getting will show up for both toner and cover. There is a switch that the cover triggers when closed located onder the main unit cover. The tab on the cover goes into a slot located kinda left of center. That switch is infamous for getting stuck or knocked out of place so the tab does not see it. The cartridge is probably good.
try this. open the front cover, press the "options" button, then "start", then "1" then "0". once you see the message "close front cover", close it. if message comes back, you may have a faulty or "refilled" cartridge. if toner cart is not "reset" properly when refilled, you will get this message also.
14 NO EP CART Message
The printer detects the presence of the Toner Cartridge and the
level of toner present in the cartridge through the condition of the
ANTIN signal. The ANTIN signal becomes part of the serial data
stream used to communicate with the DC Controller (see Figure
7-5 for cartridge components). Troubleshoot the 14 NO EP CART
(or INSTALL TONER CARTRIDGE) message as follows:

2 Check the High Voltage Contacts for damage. If the contacts
are dirty or damaged, clean the contacts after the repair.
3 Replace the High Voltage Power Supply.
4 Check and reseat the HVPS cable.
