I can't get my Vivitar Mini Digital Camera to work.
After I took the 20 pictures the MDC allows, I installed the software that came with it, restarted my computer, and It tells me there are no pictures. So I unplug the cable and try to take more pictures and it doesnt let me. It keeps reading 00.

Even if the battery dies, you won't lose your pictures. Did you get a CD with the camera? Usually, the owner's manual is on the CD. You can also go to the support section of the Vivitar website and download a copy of the manual and sometimes the software from there.
Unfortunately, the program that came with your camera is called the "Vivitar Experience Image Manager", and that program does not allow download to your computer - at least not directly. It's frustrating to have a storage application that will not allow transfer to your image folder on your computer. The only way I have found to save the images to the computer is to e-mail them to myself using the Vivitar Experience Image Manager e-mail feature (Hotmail or Gmail) or to post them to Facebook or other sharing website and download them from that site onto your hard-drive. Sorry to be the bearer of bad news.
Sounds like the camera and the software is not compatible with your computer's operating system. I'm not familiar with this camera but, at $9.99, it probably doesn't use a memory card. If it does, you could use a separate card reader to download the pictures to a folder you create on your desktop.
In a lot of cases, when you fire up your pc with the camera plugged in, the pc will say found new hardware. Just let it run. When it is done, go to my computer and your pc will gain another drive. This drive is youor camera. Use programs on your pc to process pictures.
I don't see the CD on the web. But why would you want it? Just plug your camera into your computer and look for it in My Computer. Drag your photos to My Pictures or wherever you would like them to be. Don't let some organizer put your photos in some unknown location!
