The most likely reason for commercial coolers and fridges not cooling is a low gas state. Did you get your gauges out and check the high and low side pressures before you started swapping parts out?
If after adjusting your thermostat to desired temp and is still cooling. The thermostat is bad or your relay is bad
If you disconnect the thermostat and the compressor stops it most likely a bad thermostat

If possible store you wine somewhere else and shut the unit down and unplug for 10 to 20 minutes this may cause some melt of condensation some water may be on the floor if is to cold
This may also reset the system.
u can just take the digital board out of it all together and wire the compressor up so it starts up by its self. if it is a problem with the cap when u try and start it the compressor will be getting voltage are u getting voltage? do u know what type of thermostat it is? is it giving u a reading of what the temp inside is?
The first thing to check is if you have the proper amount of refrigerant in the system, which requires special tools, at the very least a gauge set. You need to know the level of refrigerant is correct before replacing any more parts.
Possible bad thermostat. Bypass the thermostat wire to run the compressor. If the compressor start, replace the thermostat.
On the other hand if the compressor is running, and there is no cooling; there is a leak and all the refrigerant probably escaped. If it is the case, you need to call serviceman and have him evaluate the wine cooler for possible repairs.
P.S. The serviceman may charge a fee for evaluating or estimating the cost of repairs.
if you hear the compressor tun on but not the fan, replace the fan and you may have to defrost the evaporator coils. if the compressor does not turn on either, it's the thermostat, the defrost timer, or a relay on the main board.
Is the compressor running? I don't know this unit, but know that if you are too warm that is the first thing to check. In reading about another unit that had a different problem, it was mentioned that there is a ciruit board. If it has relays on it then these are the most likely culprit. They are either not making contact or staying in contact too long... sometimes just tapping each relay usually a black plastic component will cause it to work intermittently..Not sure if you can get these but call the company help line at 1-800-263-2629.
