I've been told that the screen that flickers is usually the good screen. The bad one doesn't flicker because it's damaged. You can replace the top screen yorself (if you're fairly handy), or you can pay a professional to do it. You can get new screens from Dealextreme.com for around 10US dollars, with free shipping. Have you dropped the console? has it been knocked? either the game card is faulty, or the screen is damaged in some way. Do not try to fix the screen by yourself, however, get someone who knows exactly what they're doing.
