Digital Research CD-RW 16x10x40 burn problems

I am trying to get a Digital Research CD-RW burner (16x10x40) to work on my
system.  It uses the Nero software.  It rejects all CD-R and CD-RW disc's I
insert with the following message:

  BCE1610M:  Waiting for medium
  The medium is not writable
  Please insert a writable medium

  Medium required for the compilation:  CD-R/RW
  Medium type in the recorder:  CD-RW   <-- for CD-RW's and it shows CD-R
for write once discs

Is this Digital Research CDRW burner a POS???

I have tried upgrading to the latest Nero Software, moved the Master/Slave
Jumper to the other position.

The burner is on the secondary IDE all by itself.

Any help would be appreciated.
