The keys usually clip over the stem, take the letter R and carefully position over the stem and push down gently until you hear a click, if the key is in place it should be the same hight as the others. If the key is broken or won't go back into place the key or keyboard will need to be replaced.

Thank U sir ... All The Best...
The Fn button is like a 'shift' key. Just as you would press <Shift> and a letter to get a capitalized letter, you press <Fn> and a function key at the same time ( <Fn><F1> or <Fn><F2> and so on) to use the secondary function for that key. For example, on one of my laptops, the <F2> key has an icon for 'wireless' (looks like an antenna). If I simply press <F2>, I will activate the function for <F2>, but if I press <Fn> and <F2> at the same time, I will turn on my wiress adapter.
Are you holding down the 'function' button than pressing the windows key? The function button is the one with 'Fn" on it. Its probally a different colour than the letters on the keys.
I hope this helps, if not than let me know. Please rate my answer.

No, you can not glue it on. You will need to replace the keyboard. This is very easy to do on the Dell laptops.
You can find a replacement keyboard for a reasonable price on ebay. Here is the link:
