If someone with administrator level access has blocked it, then someone with the same level access would have to unblock it.
So, the most likely scenario is you will have to contact your administrator and request that they enable your device.

click start click on my computer you should see your pen drive
right click then select format
another way is to control panel administrive tools,computer management disk management right click on your drive select format
