Not sure if this applies to your situation, but Plasma TVs use high voltage in their display systems, and static electricity builds up after 10-15 minutes of activity. Whenever the scene changes from a bright to a dark one, there is a voltage surge that causes sparks to discharge between the electrodes. This causes the crackling sounds you hear.

Either your main pcb has a defective auido circuit or speakers are bad. Doubt it is the speakers or it would do it all the time.

The speakers are making a crackling noise that is not effected by the volume

Check the speakers first. If the voice coil of the speaker has any fault, the speaker should be replaced. Connect an other speaker in place of present one, and see whether the crackling sound occurs with it too. If yes, the audio output board to your TV have the fault, and it should be replaced.

Continuous crackling from TV speakers

I'm sure you have figured this one out. TV itself is causing the problems.
The circuit board that produces the audio signal seems to be the problem.
Before you call the repairman, go to the web site Shopjimmy.com just to get an idea of what the parts will cost. That way he doesn't rip you off.

I hope I answered your question correctly. Please rate me. :)

Crackling noise from tv

That crackling noise has nothing to do with the television and everything to do with your antenna. It is merely signal breakdown, when you get signal interference with analogue tv you get snow, with digital you get little squares on the screen and/or sound breaking and cutting in and out, get a licensed antenna repairer to come out check your signal strength as you may need a booster or your antenna could just be a few degrees off....
