Serious problem with my printer

I'm having trouble printing with my Compaq IJ650 inkjet printer. I've tried printing a test page and it won't work. The lights won't blink, the cartridges don't seem to move when I lift the front cover, and no paper slides out. The printer can't even turn off when I press the on/off button. I've tried unplugging and then replugging the printer but its not working. I've tried updating the driver for the printer but that hasn't worked either. The computer says it cannot communicate with printer. Prior to the problem, the printer had problems with paper jams and it could not the feed out any paper. At the time, I couldn't locate the cause of the problem.
