I USED MY HOOVER 3 TIMES...THE BRUSHES DO NOT ROTATE.
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. The best thing if the brushes are not rotating is to change the belt on the vacuum because the factory belt sometimes can be stretched out and or the belt could have broke and needs replacement. If the vacuum is less than one year have them check the brushroll / belt to see id the brushroll make be defective and might be possibly be covered under a Hoover factory warranty. The belt change should be done every 4 to 6 months for the best cleaning and to use the genuine belts for the best cleaning.
