Hi,
Depending on the model, two things you can try:
1. do a reset. there may be a small recessed reset button under the faceplate. Alternately, you may want to reference 1, 2, 3, 4. 5 or 6
2. remove the backup memory battery (if your model has one).
Other than that, it could be a firmware glitch and the corrective procedure would be to re-install/flash an update the firmware.

WORLD CLOCK
1.on the menu page ,touch "TRAVEL KIT"> WORLD CLOCK.
2.to change a city listed ,touch the city.
3.select a new time zone (or city ) touch "OK" when done.
4.touch WORLD MAP to view a map.
5.nightime hours are shown in the shaded area.touch WORLD CLOCK to view the clocks again, or BACK to exit...

Try to set it again:
1/Verify the date and local time (this should be
the date and time according to the local date and
time of country/area you are in). Because the
time shows is Universal Time (UTC), you will
need to enter a time offset to display the correct
local time for your area.
2/Move the field highlight to the OFFSET field
and press Enter
3/With the arrows (←→), go to the figure which
represents the hours then with the up & down
arrows (↑↓), select the time offset for your
longitude and press .
4/Move the field highlight to the HOURS field
and change to 24 if that is not already the case.
5. Press QUIT , to return to the MENU Page, then select
Navigation Setup “NAV SETUP” with the Up & Down arrows (↑↓)
then press ENTER
