Possibly the drive is dead or the screen is no good any more.Try going back in Bios and change language. If it doesn't boot up possibly the drive or monitor is no good.If the laptop has a vga or hdmi connection you could try hooking it up to a TV or another monitor to see if it will boot up past the xp logo to test if the monitor is really broken or no good.

Try to boot it from safety mode.
and try to restore your system first.
If the restoring is failed, boot safety mode again and back up your files.
If you can't boot your laptop from safety mode, use anti virus program CD like norton.
Mostly, your system is messed up by adwares, spywares, and virus.
If all things fail, you should check your HD.

Restore laptop

If your PC has a recovery partition:
Turn it off.
Before Windows logo appears (after it turns on) keeps pressing F8.
Then you should see Do a system restore?
Keep pressing F8. Then follow what your computer will give you.

If you have a DVD/CD drive and a recovery (reinstall too) disk:
Insert it in.
Turn off your PC.
Turn it on again.
Then keep pressing F12 or F8 (any works).
After that you should see a boot-menu.
Select the option which says to boot from the CD/DVD drive.
Then follow the instructions.

Hi
234_win,It seems that the OS is corrupted. You can perform a partial installation of the OS to boot. For this you need to perform the installation step from CD and then select some other drive for the destination drive for the OS installation.
If u face any difficuilty in performing the steps u can reach me through Fixya.

To start the systemrecovery:
  1. Restart the computer.

  3. Press the CD-ROM drive eject button and insert the disc labeled System CD.

  5. Refer to on screen instructions to select either CDROM or USB CDROM.
  6. The computer will boot from the Recovery Media
  7. When prompted for the Recovery CD, remove the System CD and insert the Recovery CD.
Note: Ifthere are multiple Recovery CDs, please insert the first of the Recovery CDs.

Laptop is opening but it wont go into operating system

What you mean "ive run cd{ME}"????
No OS in the PC ? Do you have to install Windows from CD?
Every PC shows a sequence of instruction at startup, but these are to be followed ONLY if you know what you are looking for: Start BIOS or start Safe mode or Change load sequence etc..
NO CD should be in the driver if you do not need to load something from it.

Computer won't start

this is a complicated fix to diagnose over emails but first, the hd had been hit the power outage while accessing the hd can damage it. so I recommend reloading windows fresh if it cannot then you may have damaged the cd rom /dvd drive.
what version of windows are you running?
