When plugged in the USB cable the camera should be detected by every OS (not just Vista) as a simple memory stick - no drivers or any other software required. But , because of the limits of the chip from the cam, the download speed will be very slow, REALLY SLOW. So the best option is to just take the microSD card out and put it in a card reader.
If your pc doesn't detects it when plugged then the camera has a hardware defect - the chip inside it had failed. This is easy to test: just connect it to any other pc. If the chip is dead then the camera is dead, since the chip can't be fixed or replaced.
