1 ensure not head phone or device is in the headphone socket.
2. ensure the box is not set to aux or other setting
3. ensure the volume is not set to zero
4. does the box have a mute switch ensure it is off.
5. ensure the tape or cd is not set to pause.

I have a 2000s vintage CD cassette radio boom box that the volume goes up and down on. It's an AIWA CSD-E5227. It did not come with a remote. Is it fixable?

That’s a problem with many AIWA boom boxes. Mine does does that right now. The best answer would be to use the remote but you can’t. Turn the volume knob slowly one click at a time. It would be too costly to fix.

I have 2 boom boxes where cd's spin but no sound.

Its probably a lens failure, its quite common, try cleaning the lens,

if all else fails, try turning the unit upside down and load the disc, sometime this for some reason - resets the lens if slighty out but its not fact, just something i heard

You need a power cord with AC 120V, 60Hz 20 Watts. You may be able to get this from your local Radio Shack.
