Absolutely, as long as they are the same impedance.
If you are unsure, use an ohmmeter to check the static impedance of the replacement speakers, and be sure that it is with in 2-3 ohms of the listed impedance of the speakers you are replacing (otherwise, your crossover points will be wrong).

Yes. Contact CV for a replacement. Alternately, if you have a speaker refurbisher in your area, you can have them rebuild the one you have. There are only a few refurbishers/rebuilders in the US, so good luck.

Ebay sell Cerwin Vega Surround (rubber bit) replacements. If he has ripped the cone too, appart from replacing his back legs with wheels (joke!), contact Cerwin Vega directly and they will send you out a new "driver". These are easily fitted at home by any one with a screwdriver

Replacement drivers for home speakers are only sold directly from Cerwin Vega. If you can find one online, it will not be authentic CV.

It is called "dry-rot" and it happens with age to paper cone speakers. I am not aware of any products made to help prevent this problem. But you can always replace the woofers with new one's or find a place that "recones" speakers and that would solve your problem for a long time. If you have rubber surround on the cones, it would take much longer to have any type of dry-rot problems. The "foam" type of surround on the cones is the worst for this problem. Most new woofers have polypropelyne surround of the cones and it would probably outlast you, so replacement with a good quality woofer really is a good option.
