Go to control panel then mouse properties and see if it needs to be reconfigured. Sometimes they just change on their own if you are using a mouse as well as the touch pad, remove the mouse (device), then reinstall the Synaptics touch pad software and try setting it up. You may have to turn on that function in touchpad control settings.You can reinstall the touchpad driver, be sure though that it's for your laptop's model.

at the top black rim around the touch pad, there is an orange light showing, press and have it show blue. It will work now.

I've seen this before and I think I know what might have happened.
Of course, I'm guessing, so bear with me.
during an update from Windows website, the touchpad drivers were updated. This was done, in all likelihood, without your knowledge.
Find the touchpad in the Device manager (I'm guessing you know your way around a computer) and look at the properties.
Then, roll back the driver and restart.

It depends, do you know if there is an icon down in the taskbar near the clock that has options for your mouse, if there is then you would double click that and there should be options in there.

You say it has been restored so I assume that Windows has been re-installed. If so then it is probably using the generic Windows touchpad driver and you need to update to the specific touchpad driver. Go to HP Website and download the touchpad drivers.
