It's a connection inside the TV that's faulty. It could be as simple as reseating the ribbon cables that connect the control board to the glass display. Or it could be that the fault is on the board and needs to be replaced. The fact that the problem comes and goes should tell you it's fixable.

Screen freeze, with green dots!

Its a small group of solder balls 3-4 under the GPU that
have broken in to thhreads , and will disconnect all together
from the main board , it some time will start with a flickery
screen during start up .

The only permanent solution is to dig a hole.... just kiding
The GPU will need to be re-flowed and properly secured to
the PC board .

That fixes the problem permanently
and that goes for 98% of all of The 360s problems

that is called diffusion. that can be adjusted out in most cases by adjusting the y sustain pcb but can also be the main pcb, the logic pcb and panel itself but not likely.

LG 42in plasma - Green dots on HDMI channel

The diffusion is slightly out of adjusment. This timing adjustment is difficult and on a single scan LG plasma the proper operation requires voltage settings first, then a scope to finalize the adjustment. I have good luck with this alignment by eye but have had alot of practice. This will require taking the back off and a person with the technical background to set this alignment properly. Sorry no easy fix.

GREEN DOTS ON SCREEN PANASONIC PROJECTION HDTV 1080I

Ah, big no-no.
This is the result of the coloring being pulled to the front of the screen.
This is caused by magnets. Anything magnetic will cause this, even a small one.
Hopefully you have warrenty, this is pretty expensive to replace.

Flickering dots

The symptom you described is called diffusion. A simple alignment, normally in the power supply takes care of this problem. For the nearest Authorized Service Center near you contact Toshiba online at: http://webmail.tacp.com/service/servcntr.nsf/$$Search?OpenForm Hope this helps
