What is this 1-inch black box thing HDC E130486 CB 4 uF 5% 250 VAC 50/60 Hz with two black wires? Is it a capacitor, or Remote control receiver? What test to find if it is defective ?

the uf and % voltage etc makes it a capacitor
if you take it to an electrician it can be tested for it's capacity
it has nothing to do with the light as it is used to start/run the fan motor
if the light is also not working when switched on , check for the fault some where else
and to do that get in an electrician to ensure that it is wired right and the circuit is functional

Need a 2 wire capacitor or an Aloha Breeze ceiling fan.

You can go to Radio Shack, and find them there. Just ask one of the workers there for what kind (Voltage and Capacitance ) you need. I happen to have one right here...

It is a 1.5 nano farad With a tolerance of 5%.
It is rated for 250 volts at 50 to 60 hertz.

mcdevito75 here, It could be bad brushes in the motor also, or a bad bearing or bearing cap in 1 of the motor ends.

Bought a TD 150 MkII that runs 100 ~ 240 volts 50 Hz. In my country we have 60 Hz. How to correct ?

It's simply a matter of if the transformer can take the 60 Hz. After that the supply passes via a large electrolytic capacitor which is there to take out the 50 Hz. Otherwise you get a hum, which is what happens when the large capacitor fails.
Though I can not be certain! It might just work with the 60 Hz without doing nothing. Though if you get a hum you might need to replace the big capacitor with one with a greater value than the one in. Say the one you have in is 2200uf at 50v, you would need to replace it with 4700uf or higher at the same voltage or higher. Of course the other problem might be getting a bigger capacitor in!

I have a sears bench grinder need new capacitor cap 10uf wv 250ac part number cbb 60-1 where can I get one

If you take that capacitor to a hardware, Heating and Air store they will probably have a replacement for it. The 10 Mfd and 250 WVAC are the main values and the physical size. No mater what the part number the main consideration is capacity and max working voltage. You should be able to find one that will work for you.
