Thanks for the details you have mentioned. The steps you have taken are correct and if the System/ hardware is ok, it should boot from CD Drive. Whenever i have faced such an issue, i always started afresh to check each hardware (CD, DVD, ROM, Hard Disk, Cables, Connections etc) and most of the times the issue was optical drive or CD/DVDs.
So, I recommend that make sure that the CD/DVD ROM is functioning properly. When the system is set to boot from CD/DVD, it must try to read CD/DVD after power on. It is indicated by spinning of the optical drive and blinking CD ROM LED. If there is a bootable CD in the drive, it should boot. You may try to boot the system through DOS bootable CD. Also, if you still have the OS on your system, you may check the CD ROM through windows.

At first when I still have my OS which is Windows 7 home Premium, I was able to use my cd rom after a week or 2, when I tried to burn datas on a blank dvd, I noticed that my cd/dvd rom was not on my computer, i restarted the system and got it back, after a few days I wasn't able to see my cd rom again, also in device manager, tried to search over google for some answers and tried everything i read there to fix it but i had no other choice but to reformat the os (as my last resort), I may say that i've booted from the cd rom because i was able to format the hdd but while the os was installing an error appeared saying "cannot continue installation, cannot read from source drive" something like that, this error is common for i have read it so many times when i reformat a system with a "not functioning properly" cd rom. I tried restarting the installation but got an error message, "boot manager not found' which means no os is installed and which means that my cd/dvd rom did not boot, I've checked on the bios but it says there that it is installed and detected and also set as first boot device. i decided to replace it, bought a new one but the problem now occurs as stated on my original post. one more thing, when i still have my os, the cd rom sometimes appears and ive used it to burn some ps2 games, a two or thee dvds and sometimes not in the computer. it's like the system is switching it on and off.
Thanks for the response, I am still of the opinion that the issue is the removable media CD/DVD ROM and disk because the installtion was not completed as the system could not read the drive. While working with the desktop systems, I have noticed that faulty data cable resulted in such problems/ messages. Hence, I think that you may try to remove the CD/DVD ROM and clean the contacts
We are here to try and solve the issues to the best of our knowledge and abilities. Although, I have ran out of any further suggestions. I have studied the repair/ troubleshooting manual and came accross a few ideas. Please check that boot from CD-ROM is enabled (Enable/ Disable from BIOS Boot Options). Memory and Hard Drive tests and clearing CMOS by removing the CMOS Battery are the only things left worth a try. Good Luck!

Hello there sir, thank you for still replying in my post.I really appreciate it. Now regarding my problem which is also your problem now (laugh) thinking for solutions =), the cd rom drive doesn't have any cables connecting to the motherboard but i've also tried your suggestion opened my entire motherboard cleaned the contacts but still not working. Just to clarify if the problem is with the cd rom and just want to ask this, if the problem is with the cd rom, how come that if i replace the cd rom the problem is still the same? Which means that there is no problem with the cd rom but if the probelm is with the connector, how come that the cd rom is detected and led is blinking and the cd inside is spinning also i can see that the lens is reading and moving with the red laser like light if i look into a small hole on the cd rom which also means that it has power and also means that it is connected to the motherboard.
