Your computer mite be trying to boot off a device other than your harddrive.

I press the power button twice for the device to boot

Can we have some more details? What happens when you push the power button once? Do lights come on? Does it make any noise? Is it plugged into a working electrical socket? Do you get any kind of a screen on the monitor, even a blue screen?

reboot then press del to boot into bios, check to see if your hard drive is listed, if it is go to boot priority and select the hard drive to boot from

Click when accelerate through left turn. If I coast through the turn, there isn't a problem. I can hear the noise straight through my gear stick. Car is automatic.

Is the external cv (constant velocity) joint running dry of grease as the boot is torn. Must replace unit or take apart and clean inspect and repack with a new boot.
Problem is the bearing have gotten dirty and maybe wearing out fast and is a big job to replace this unit but a split boot may be available but they have their difficuties in installing.
any other click may be a loose piece of plastic rubbing against the tires or axles and on the axle is an outer and inner rubber boot with CV joints inside packed with grease as described above.
A split boot withnew grrease can be done easiest and cheapest but one must clean the old grease and contaminants from the CV.
I do this with Brake Cleaner with the red straw but is explosive with spark until evaporated and watch yuour eyes.
jack car, support it., cut old boot off use rags to get all clean then spray inside cv joint to get out grease and dirt. repack new grease inside pack it good, Clean housing and hands well.
check split boot for installation dry for test.
remove, clean, put glue, put boot on and together, use tie wraps to tighten ends to axle instead of clips they provide you.
allow to dry, inspect and glue any cracks or holes, ive used bicycle tube patches to fix any problems but don't use metal clamps on boot as may unbalance.

You may have to get a CD/DVD of Vista from your friend or associate for reinstallation of the operating system. If you go to Windows 7 or 8.1 you would be better off than waste time with Vista and all of its problems. If the CD Drive is not working, get an External USB CD/VDV drive from WalMart. They are not expensive and they come in handy at times. Plug the external CD/DVD into a USB port and start up the computer seeking the new device. Run the Software the same as you would from your unstable device.

Disk boot error

First - re-seat the harddisk and reboot the computer. If the computer does not boot up then reboot andgo into the BIOS configuration to see if the BIOS detects the hard drive. If itdoesn't detect the hard drive then it could be faulty.Then the hard drive needsto be replaced in the computer/laptop, Windows installed and the computer orlaptop's device drivers plus your programs etc. to get a functioningcomputer/laptop again.

System restore

if your computer has a system restore capability you might be able to restore it to a date when you had these phone no. on your computer (this may vary depending on your operating system)
click start all programs accessories scroll to system tools open you should see a system restore
open this up click next then select a previous date to restore your computer to
also you might try one of these
During the boot process you will see on the screen to press a certain key to enter setup
Press and hold that key during the boot up process to enter BIOS you can load failsafe defaults or load optimized defaults ,press escape then press f10 to save to cmos to restart
During the boot process tap the f8 button three times this will boot into safe mode where the only things working will be your mouse and keyboard enabling you to attempt to repair your computer
Also you might try
Turn Off the computer, now as soon as you hit the power button, keep on holding "Alt" key & keep on tapping "F10 key,ie: Alt+F10, it will open the recovery console ,select full factory restore and follow on screen instruction. (Note:this will erase all datas on the computer)

It tries to boot from the empty diskette drive and I can not change the BIOS booting sequence

During the boot process you will see on the screen to press delete to enter setup

Press and hold delete during the boot up process to enter BIOS the scroll down to advanced bios features press enter change your first boot device to cd,press escape then press f10 to save to cmos to restart

(note after you have loaded the operating system you must go back and change the first boot device to your hard drive)
The options listed for 1st,2nd ,3rd Boot device include:

IDE-0 means Pri master ?
IDE-1 means Pri slave ?
IDE-2 means Sec master ?
IDE-3 means Sec slave ?
