Honda civic engine should be 1.7 base or v-tech 4 cylinder.make sure the car is in park or if it is a stick that the clutch switch is engaged with the pedal down and the park brake set. You may want to have someone sitting in the car to hold the brake. check the power to the starter wire if it is getting power to the solenoid start wire the small wire with the push on clip. If it is you can try to jump the starter solenoid blade to the battery cable post on the starter solenoid. I use a short wrench anything metal dont touch anything but the post to the blade or it will ground out and make sparks. If you prefer to bench test the starter you wuld have to remove the starter first. some hondas have a computer chip securty that interupts the starter the one I saw had an eye you can put your finger in it its rounded on one end with the hole to put your finger through it on that end and the other end is sqare. If that isnt slid into the slot. The car wont start. bottom line I think your starter solenoid is bad replace the starter after the jump test on the starter if it doesnt turn over.
