IF you already have a wireless router, than any pci wireless card will install in your dell. the instruction pamphlet is simple to follow.
Likewise Any USB wireless adaptor will pplug to any vacant usb port and connect, the instruction pamphlet is simple to follow.

The drives can be formatted while you install new operating system. Boot the system with an Operating system disk and follow the instructions to format the hard drive and then install the new operating system.
unplug your computer
Open the computer case up, reseat the memory by removing it and putting in one ,and starting the system,and check all power cables are connected. Do this to each memeory module that you have to test your memory.
IF that doesn't work remove , memory,hard drive cd/dvd drive,and printer etc.turn system on and if it does not beep then the motherboard is bad. The motherboad should beep to indicate that their is no memory.No beep equal no response from the motherboard. hope that helps.
The only real way to test all is to have a 2nd pc. You can even unplug the hard drive from the motherboard just to test the MB and power supply. The bios will still load without a hard drive attached to it.

As you add more devices to your Dell Dimension
4600 desktop, it is important to ensure there is enough electrical power being
fed to the components. While the 250 Watt power supply that comes standard with
the Dell Dimension 4600 is acceptable at stock settings, it is almost certainly
not capable of providing power for many more devices such as graphics cards
and multiple hard drives. If you add such devices, you also should upgrade your
Dell Dimension 4600 power supply.
O.k. so I gather your trying to reinstall windows. There's a few possible solutions the first of which is to reseat all connections checking for dust or anything else which might be between the connections. Second is to check your bios (by hitting usually f1,f2,f10,f11, or delete or esc keys) and making sure its set to boot from your cd\dvd rom. Also make sure your cd\dvd isn't scratched or dirty. If those fail try another CD\DVD rom drive to make sure it is the drive that has the issue. Don't be so quick to trash good hardware ;) good luck
I work on these systems on a weekly basis and they can be very difficult to open. I would make sure that you have already removed the feet from the bottom and turn it so that the heavy side (technically right side up) will be facing the floor. Place the palm of each of your hands on each of the buttons and squeeze the system as hard as you can while holding the system maybe an inch or two off of the floor. The plastic buttons basically cover a metal release tab that is actually part of the frame. All of the clamshell type cases are tough to open because of this. Good luck.
