Try to scan the memory details of your phone and memory card. If you see that it's almost full, delete other files. When there is enough space already,refresh it then you can send messages now.

may be because your phone is on phone memory just try to go to messages --> options --> settings --> other --> and check the memory in use . if it is phone memory you can just change it to memory card .
