Seems like your handset is SIM locked.Check its operator(usually these kind of handsets comes with a printed operater logo on a visible place of the handset) and insert a SIM of that kind and check if it works fine.If it is "NOT",first do a software update.You can find all the necessary softwares from nokia's official website for software update.And if the software update also doesn't work,take it to a approved service center
