Green lite keep blinkin and blank screen

monitor stay blank just like the protection circuit is out. I have a black flat screen 17" AOpen monitor. The power button is on top and when on keeps blinking. There is nothing on the screen every now and then if you move mouse the AOpen flashes on and goes off.
