This is pretty common for LOW FLOW through the heater. Most of the time, homeowners turn the bypass the water away from the heater and this reduces the amount of water flowing through the heater.
Check the bypass to ensure that you have enough water flowing through the heater.
There is nothing else that will throw this code unless the flow sensor is bad altogether.
Once you have inspected your bypass, and the code reappears, you will need to have the heater inspected and possibly change out the flow sensor.
