Your television is going to need an internal repair. most likely in the power supply of the television. it would be best to unplug the television until it can be repaired. If you would like to repair the television yourself then please use our premium service so an expert can walk you through it. Or you can search for a local repair service using our local repair search engine.

I looked up how to fix red horizontal lines on a Philips flat-screen tv. It turns out it needed the Y buffer upper replaced. I am not sure if this problem would be similar but it might help. I am also searching how to fix a fuzzy screen on a DLP tv. Hope you find what you need.
Pls note that my experience is with the phillips 27" model27PT6341/07. It may not be the same board as yr model, as I can't remember nor find the service manual anymore. (browse around online for it though)
However, after taking the back off. Look close to the rca jack and svideo connection. Mine is located about an inch from the svideo connection.

You apparently have a high voltage arc.
Possibly the anode lead to your picture tube.
Also the flyback transformer could be arcing.
If you're not experience with tv repair, you need to have a tech check it for you. The circuits operate at very high voltage and if you get into it you can get a possibly fatal electrical shock.
Be careful !!!
